Shaper cutters are made with a protuberance at the tip. The protuberance cuts an undercut at the root of the gear tooth. This provides a desirable relief for a shaving tool. They also have small enough numbers of teeth to cause the base circle to come high on the tooth flank. The pinion type of cutters uses pinion shaped cutters on both external and internal gears.
